Junior Prospects in the Pros - May 2, 2007 (5-0-0)
Players that are 18-years old may be moved up to the pro team at the discretion of the GM.  The Commissioner will set a final date (around the fifth regular season game) that all juniors would need to be moved down by, otherwise they would remain in the pros permanently.

Because of lack of participation, Halifax has been removed from the BoD.

Proposals
Waiver Draft Exemptions - February 4, 2006 (4-0-0)
Players that are 22 years old and younger playing on either the farm or pro team will automatically be exempt from the waiver draft.  These players will be marked as "Farm" status players so they will remain exempt throughout the season.  A team is still only allowed to protect up to 20 players.
 
COM Election - Feb.3.07
A new temporary COM has been elected to run the league until a new BoD is elected at the end of the season.  Greg is voted in by a vote of 2-1 over Sean Burke (both Greg and Sean were not allowed to vote).  As the new COM, Greg is not permitted to be on the BoD so a new temporary position is now available.
 
Proposals
Rerate Revamp - January 29, 2006 (3-0-2)
A new rerate process will be instituted into UHS to allow for more realistic rerates for players and goalies.  The new logic will not take effect until season eight.


Medical Facilities
- January 29, 2006 (3-0-2)
Teams will be able to build a medical facility and hire training staff to reduce the number of games a player will miss due to injury.  Games missed due to goalie fatigue will not be affected by Medical Facilities. This is pending UHS development.

I have been a general manager in the TJHL for two seasons now and I have had a chance to see how things are run.  I am quite dedicated to the league.  I make sure to check the site every day and familiarize myself with any updates that may have occurred.  I am extremely involved with hockey and have experience on both the playing side and managing side of the sport.  I am willing to lend my experience and knowledge to the TJHL and I believe that I can be a great asset to the league if I am elected as a member of the
BoD.

Proposals
Player Position Changes - December 7, 2006 (4-1)
A team is allowed to make three player position changes per season under the following restrictions:
    - The player is 21 years old or younger.
    - The player can change from LW to RW, RW to LW, or C to LW/RW.
    - The player can only change from LW/RW to C if they were originally a C.

Forward Position Added - December 7, 2006 (3-1-1)
We will be adding a new Forward position to the league.  A player that is designated as a Forward will be able to play the C, LW, RW positions without penalties.  There will a 10% chance for all existing C, LW, RW to become a Forward and there is a 10% that any new player created will be a Forward instead of a C, LW, RW.

No-Negotiate Players - August 26, 2006 (3-0-2)
Teams no longer have a last chance to re-negotiate a contract with a player that previously said "no way".  The player will become a UFA or RFA (if applicable) and the team can make a bid on the player like every other team can.

Free Agency Period - August 26, 2006 (3-0-2)
Free Agency will now run for a longer period of time.  It will generally start a few days after the entry draft has completed and will end at the trade deadline.

Rookies Can Become RFAs - August 22, 2006 (3-0-2)
Rookies can become RFAs if the team makes a qualifying offer based on 75% of the league average contract value.  If the player is in the juniors by the time free agency begins they will still re-enter the draft and will be eligible for selection next season.

Rerates Changes - August 14, 2006 (3-0-2)
Random rerates have been eliminated.  A player will either be rerated based on performance or will not be rerated at all.  A player will also be rerated based on the cumulative regular season stats of his prior two seasons, regardless of whether they are from pro, farm, or junior.

Etobicoke Team Name Change - July 28, 2006 (3-0-2)

New Etobicoke GM Garrett Barry has requested a team name change from the Etobicoke Ebola to the Etobicoke Galaxy.  The Board of Directors passed the name change.

Weston Team Name Change - July 10, 2006 (4-0-1)

New Weston GM Paul Davison has requested a team name change from the Weston Weasels to the Weston Wild.  The Board of Directors passed the name change.

Fatigue Resets After Each Playoff Round (3-0-2)

During the playoffs an NHL team will normally see one goalie play all of their games.  In some circumstances this isn't true, however, this does happen for the most part.  Goaltender injuries only occur when a goalie has played in too many games.  If a GM wants to play their starting goaltender for every game they can do so, however, they will still run the risk of that goaltender going down around the 6th-7th game (depending on the fatigue ratings of their goalies).  At the end of each playoff round, goalie fatigue gets reset to zero.

Mount Pearl's GM departs the league and creates a vacant position that is filled by the Parry Sound GM Chris Bataluk.  During the nomination period no other team applied for the vacant position so no vote was held.  Chris is automatically slated for the Board of Directors in a shortened term.

Playoff MVP Award decided by three-stars (3-0-2)

With the Three-Stars code being added to UHS early it was voted that the Three-Star selections will be used to award the playoff MVP award instead of the award being given by the commissioner.  Full rules on tiebreakers will be detailed in the league rules section.

Etobicoke Leaves, London is in.

Proposals

Three Stars To Be Added in Season 5 (3-0-2)

On a proposal from Mount Pearl GM Jason Nash, we will be adding three stars to each game's results.  The three stars will be decided based on a method proposed by Saskatoon GM Jon Lau.  Selection method will be detailed in the league rules.  Three Star selections will begin in season 5.

Farm System to be Added in Season 6 (3-0-2)

Starting in season 6 a GM will be required to keep 40 players on their team.  A minimum of 20 players must be on their farm team in order for the farm league to carry out a schedule.  The GM will not be responsible for setting the lines of the farm team.  They will be responsible for ensuring the farm team has enough players in the appropriate positions (4 C, 4 LW, 4 RW, 6 D, 2 G).  40 players will be protected for the waiver draft instead of 20.  This also starts in season 6.  More details will follow as we approach the beginning of season 6.

Waiver Draft Rules Update - Selecting a Player (3-1-1)
When a team selects a player in the waiver draft they are now required to unprotect a player that is protected to ensure they still have 20 players protected.

Protection Rules Update - 20 players (3-0-2)
Teams are now allowed to protect up to 20 players regardless of their position.  Previously, teams were required to protect a certain amount of players from each position.  Junior players are still exempt from protection or any drafts if they are owned by a pro team.

Free Agency Rules Update (4-0-1)
Free Agency is now held over a set period of time instead of three rounds.  During free agency any GM may make a bid on a player.  If there is no bid that is accepted by the player after 24 hours of their last accepted bid, the player will sign with that team.  GMs make their bids by logging on through UHS.  Once per day the COM will send out a list of signed free agents.

Hall of Fame (3-0-2)
A new Hall of Fame system has been voted in.  League rules have been updated to reflect Hall of Fame voting rules.

Scouting Report Cost - February 17 2006 (3-2)
The cost of the scouting report has been changed from $1,000,000 to $250,000 per report.

A GM can purchase a scouting report on any active player in the league (anyone that is not retired).  The cost of the report is set at $1,000,000.  The report will give a verbal description of the player's skills depending on whether a particular skill category is 7 or higher.  The report will be available for a GM to purchase when they log in to UHS.  The report will be sent to the GM's email.

Offers Per Player Per Season - February 15 2006 (3-0-2)
Starting with Season 4, a player is allowed to accept only one contract offer from a GM.  If the player declines, the GM is allowed to make a new offer after 24 hours.  Once the player accepts, the GM may not offer a new contract to that player until the next season begins.  If the player gets traded mid-season, the new GM can make an offer to that player, unless one was already accepted earlier in the season.

Game Day Start Time Change
- February 4 2006 (3-0-2)
Starting with Season 4, Game Day start times will be changed from 10:00pm Eastern to 8:00pm Eastern.

Expansion Team Division Assignments - January 18 2006 (4-0-1)
Season Four expansion teams will be assigned to divisions based on geographical location in relation to the other teams.  North Bay Devildogs are assigned to the Beaver Division.  Moose Jaw Buccaneers are assigned to the Caribou Division.

Most Valuable Rookie Eligibility Change - December 9 2005 (4-0-1)
Rookies are now considered to be any player that is 18-, 19-, or 20-years old and has not played any games for any pro team during previous seasons.

Commissioner to serve as GM - November 26 2005 (4-0-1)
The Commissioner may now serve as the permanent GM of a team in the league.  The Commissioner has minimal need to access player characteristics through-out the course of the season and will not use this knowledge to their advantage.  While allowed to become a GM of a team, the Commissioner is still not allowed to run for the Board of Directors.

Marquee Levels Lowered - October 20 2005 (4-0-1)
The bar has been lowered for the determination of marquee players. Previously it was set at 80% of a player's maximum skill (99 for skaters and 81 for goalies). The level is now set at 70% which means a player must have a total skill of 70 (skaters) or 56 (goalies). This rule takes effect immediately.

Entry Draft Ranking - September 22 2005 (4-1)
Starting with the Season 4 Entry Draft the order in which teams draft will be changed dependant on the group they fall into.  Teams will be divided into four groups:  Expansion Teams, Non-Playoff Teams, Playoff Teams, Maple Cup Champions.  Expansion teams are ranked first before all other teams.  Non-Playoff Teams are ranked next, the team with the lowest points in the regular season drafting before teams with more points.  Playoff Teams are all the playoff teams regardless of how far they made it, the team with the lowest points drafts before teams with more points.  The Maple Cup Championship Team will draft last.

Career-Ending Injuries - September 19 2005 (4-1)
Starting with S3 we are introducing career-ending injuries.  HLS2 could not support these types of injuries but with UHS it is built into the simulator to make the game more realistic.  If a player is injured there is a 1 in 10,000 chance that it will be a career-ending injury.  If the player is 30 years old or younger, they are injured for 50 games.  If the player is 31 or older they have a chance to retire using the retirement percentages outlined in the retirement section of the rules.  If a player is injured by another player, that person will be suspended for 50 games regardless of whether the injured player is gone permanently or for 50 games.

Game Day Frequency - September 18 2005 (5-0)
Game Days are now held on specific days each week instead of a rolling three-day schedule.  Game Days for the Regular Season are to be held on Mondays, Wednesdays, Fridays, and Saturdays.  Game Times are still 10pm Eastern.

Suspension Rule Change - September 18 2005 (5-0)
Players are no longer suspended based on their PIMs from a single game.  Players are suspended if they injure a player on the opposing team.  The player is suspended for the same amount of games the injured player will miss.  If a player is injured due to a blocked shot no one will be suspended.

Why I should get a 'shot' at the BOD?
 
I have tentatively been part of The-James Hockey League for two seasons.  Having been pulled form the first season The Rock are still looking for compensation, but that's another story for another day.
 
I believe I have had a successful first season and have shown the interest necessary to assist in league decision making.
 
I have ran a season long office pool for three consecutive seasons* (except this year of course), and it is a huge success and getting bigger each year.
 
The Rock have proven to be relatively successful for an expansion team and I have shown my interest in this league through the various transactions and media stories I have released.
 
I believe my ideas and suggestions could prove to be valuable to the league and would add a little east coast flavor, I would greatly appreciate a chance to sit on the BOD.

Why should I be elected?: Alright Im needless to say a hockey fanatic. I joined this league because the withdrawal stage of my hockey addiction was causing me anxiety and shaking...lol. I found this league to be very interesting and have been very very involved with it since the beginning I would love to be involved with its rule making and progress! Proposals

Retire 0 GP Free Agents - July 29 2005 (3-0)
Any free agent that has 0 GP will be retired immediately.  These nine free agents (7 goalies, 2 defensemen) are the remnants from the inaugural draft by the original six teams.  These free agents have relatively low characteristics compared against players currently assigned to teams.  Free Agents that have played at least 1 game, be it in the pro league or junior will be kept and retired as normal (chances increase as they age past 30).

Adding Waiver Draft & Status - July 29 2005 (3-0)
Beginning next season, the league will conduct a waiver draft once the pre-season has been completed and before the regular season begins.  Teams will be required to protect 20 players, keeping them on the Pro team.  Any player that is not protected will be sent down to the farm team.  The Waiver Draft will be conducted in the same manner as the Entry Draft (worst picks first, etc).  Any player selected by the Waiver Draft will automatically be moved to the new team's pro club.  Any team that loses two players via the Waiver Draft will have any remaining players automatically cleared and moved to the farm team... these players will then be unavailable for selection.  There is only one round in the Waiver Draft, meaning a team can only select one player via waivers.  If a team makes a selection they will still be charged $50,000.  A team can opt out of making a selection in the waiver draft.

Player Status - Any player that cleared waivers (meaning they were not protected or not selected in the waiver draft) will be marked as "farm".  Any player that is designated as a farm player will be allowed to move up or down from the farm team at the team's leisure without having to be cleared through waivers again.  Any player that is designated as being "pro" will need to clear waivers.  If a "pro" player clears waivers once during the season, they are then marked as "farm" and will be allowed to be moved up or down without fear of clearing waivers again.  Basically once a player has cleared waivers once they do not need to clear waivers again during the season.


Arena Seat Loophole - July 27 2005 (3-0)
A loophole is closed that allowed teams to add seats to an arena during the season.  Teams were never intended to be allowed to upgrade arenas unless in the off-season.

Journalism Award - July 14 2005 (3-0)
The top three GMs with the most media stories posted will be awarded money for their team.  To qualify, a GM must have at least 5 media stories posted in the Media Stories forum.  A media story must be at least 3 paragraphs or significant enough to qualify.  Basically one-two-three line media stories will not qualify.  Whether a media story qualifies is at the Commissioner's discretion.  The GM with the most media stories in a season will earn $500,000.  2nd most media stories will earn $300,000.  3rd most media stories will earn $200,000.

Minimum Team Roster - July 9 2005 (3-0)
The league minimum roster has been permanently set to 20 players.  Shortages of players throughout the season will be handled through makeweights or free agents.

Please note: Fines will still be handed out to teams if they are forced to go to makeweights or free agency when season three commences.  Fines were only temporarily suspended due to the lack of players available from this season's expansion.


Releasing a Player - April 10 2005 (3-0)
A team can release a player by buying out the remainder of his contract.  The team cannot go below the 26 player minimum and cannot release a player that is injured or suspended.

Free Agency - March 30 2005 (3-0)
If a team cannot ice a team during the Pre-Season or Regular season due to injuries or suspensions, they will be allowed to sign enough Free Agents to meet the minimum requirements for a game (20 players - 2 goalies min, 6 defensemen min, 3 center min, 3 left wingers min, 3 right wingers min). This will be allowed up to the trade deadline. After the trade deadline a team will only be allowed to sign Makeweights. These players will barely have enough skill to play and would only be used as filler. A makeweight will have a total skill in the range of 0-33 and is created randomly by the Commissioner.  Makeweight contracts start at $0.1M/1. Teams may renegotiate for more, but cannot go below this league minimum.

Team Logo Changes - March 30 2005 (2-1)
Team will now be charged $2M each time their logo is changed.

Arena Name Changes - March 8 2005 (3-0)
Teams may change the name of their arenas during the off-season.  This period runs from the Awards being handed out to the first draft of the next season (Distribution, Expansion, or Entry Draft).  Any name change will cost $2M.  Any name change must be approved by the Board of Directors.

Playoff Format - March 6 2005 (3-0)
Playoffs will consist of three rounds - Division Semi-Finals, Division Finals, Maple Cup Finals.  The top four teams will make the playoffs.  All series are best-of-seven games.

Finance Adjustments - March 6 2005 (2-1)
Ticket prices will not be adjusted for pre-season or playoffs: they will remain at one price.  Teams will be allowed to adjust their ticket price at any point in the season.  Merchandise bonus for revenue has been removed. Ticket prices are allowed at the discretion of the Commissioner.

Waiver Exemption - March 4 2005 (3-0)
Teams are now able to call up a prospect from their farm club if a player on their team has been injured or suspended.  Once the incapacitated player recovers, the prospect must be sent down within 24 hours to avoid being eligible for waivers.

Divisional Realignment - March 4 2005 (3-0)
Starting with Season 2, teams will be split into two divisions:  Beaver Division will consist of Etobicoke Ebola, London Bulls, Parry Sound Pepper Shakers, Toronto Terminators, Weston Weasels.  Caribou Division will consist of Halifax Hooligans, Mount Pearl Rock, Pembroke Chargers, Saskatoon Specters, Winnipeg Jets.

I guess I'm interested in running for a BoD spot, but I'm not sure why I would be good at it. I'm not sure if I would be good at it. I guess I know how things work. I'm mostly referring to the former CBA in the NHL. I knew most of the rules like UFA, RFA, Qualifying Offers (which I think might be a good idea for our league), etc. That's it I guess. Aside from the obvious hockey fanatic that I am, that's my pitch... :)
